The more than 50 study teams, which one official told Inside the Pentagon were "breeding like drunken muskrats," in many cases overlapped with one another in responsibility.
See? Could it be any clearer that they're starting to lay the groundwork for justifying a National Muskrat Defense? Clearly there is an anti-Muskrat mindset at the Pentagon.  We won't dignify the substance of the slur with a comment, except to say we  -- unlike members of the uniformed military  -- don't need alcohol to allow us to mate.
